Romanian Cleaner Production Centre (RCPC) is a professional, independent, not-for-profit, non-governmental organisation, established to promote the concept of Cleaner Production and to contribute to the accomplishment of national and international environmental protection goals, within the euro-atlantic integration process.
      The Centre is constituted in the University POLITEHNICA of Bucharest, according to the decision 26/130 on 2nd February 1999, based to the Education Low no. 84/1995, as a joint initiative of a group, containing specialists of the central authority, pollutant companies and from the University. RCPC is an opened network of governmental and non-governmental organisations, industrial companies, central and local authorities and other institutions and/or private persons, interested in the implementation of the environmental mamagement system, effective programms and strategies, including ISO 14,001.

Structure and administration 

      RCPC has three regional branches, hosted by the universities of Bucharest, Timisoara and Sibiu, four active thematic groups (Cleaner Production in Metal Industry, Cleaner Production in Printing, Cleaner Production in Textile and Leader Industry, Sustainable Land Use) and 56 active members. The coordination is realised through the Coordination Committee board containing representants of central organisations, pollutant companies and universities. In annex are presented the coordinates of RCPC locations.

   Objectives : 

• Support of public and private sector in the implementation of the Clean Production concept into the current environmental management practices
• Support the promotion of a National Strategy and of an Action Plan to initiate and apply the Cleaner Production concept.
• Establish national and international cooperation with organisations, institutions and/or programs with similar objectives in clean technologies promotion.
      - At national level, with groups and laboratories from universities (Cluj, Iasi, Craiova, Constanta and       Galati), research institutions (ICIM, INMH) and non-governmental organisations (CPP) e.g..
      - At regional and international level, with on environmental protection organisations (REC, PREPARE       European network, European Cleaner Production Roundtable, Asia-Pacific Cleaner Production       Roundtable, World Cleaner Production Council), international data base (GEPnet, EIONET).
      - International programms (UNIDO, PNUD)
• Identify the potential suppliers and users of information, the need of clean technologies at a national level
• Maintain in function the data base and to realise an operational connecting system between the Center’s main users
• Extend the informational system to the South-East Europe Region
• Establishment and maintenance of effective systems for the adequate dissemination of the information (round tables, information system, periodical publications, newsletter, web-sites, seminaries of pilot studies presentation).
• Support the promotion of some concrete pilot projects for the implementation of environmental management systems ISO 14001 and to apply the clean technology transfer within the international environment conventions
• Provide professional consultance (with the drawing up of environmental management -ISO 14001 and environmental projects manuals
• Survey the pilot projects under international conventions.

   Competence 

      RCPC benefits of the support and prestige of University POLITEHNICA of Bucharest, the largest educational Romanian institution and one of the largest in the region, as well as of a high level qualification of the human resource, which includes professors, with a high qualification and a vast experience, as well as other specialists, which collaborate with the University on the international programmes promoted and managed.       Some of the members of RCPC are coordinating master and doctoral curricula or trainings, are guest professors in international programmes in relevant topics, such as ISO 14001, climate changes, environmental economical instruments, clean technologies, or have beneficiated of the same type of programmes in well-known international institutions.

   Activities 

      The activities under the competence of the Centre are:

      1.  Coordination of universitary and training curricula.
      2.  Coordination of and participation to international programmes.
      3.  Elaboration of fesability studies, technical examinations, studies of impact on the environment, studies of           environment balance, works of research and consultance.
      4.  Cooperate to prepare ISO 14001 manuals for the plants.
      5.  Elaboration and editing of books, universitary courses, manuals and elaboration of research works.
      6.  Establish an available database for the Cleaner Production Concept dissemination.
      7.  Elaboration of monitoring of environmental parameters (using specific laboratories of UPB and UPT).
